013 – Assessing the Effectiveness of the Portuguese Borrower-based Measure in the Covid-19 Context
Based on the macroeconomic projections from Banco de Portugal and using an integrated micro-macro model developed by Gross and Población (2017), this paper makes a first attempt at gauging the impact of the Covid-19 pandemic on Portuguese households and banks. To this end, we examine how the borrower-based measure, which was put into place in 2018, may have been successful in lessening the negative economic effects of the pandemic on households’ debt-servicing capacities and thereby on the banking system. We find that the borrower-based measure, defined as an LTV ratio cap of 90%, a shocked DSTI ratio cap of 50%, and a maturity cap for mortgage loans of 40 years, leads to (i) a reduction in households’ loss rate (LR), caused by both a decrease in households’ probability of default (PD) and loss given default (LGD), and (ii) an increase in the capital ratio of the banking system, compared with a scenario where these limits are not in place. We also find positive effects of introducing a shocked DSTI ratio cap, calculated according to the Portuguese borrower-based measure, as it further (i) decreases the risk parameters of the borrowers and (ii) increases the capital ratio of banks.

Circular economy can serve as a key building block for the sustainability targets of manufacturing companies. Although the term itself has long been established, we see that proper implementation of a circular economy model across entire manufacturing value chains is still lacking and remains a challenge. However, there are clearly visible and good examples of circular economy standards which have already been applied and are generating value among multiple layers. Circular Economy and Manufacturing presents these and more, providing a roadmap of optimized, flexible, efficient, effective, and competitive green production strategies for the manufacturing industry and its multiple stakeholders.
The volume proves to be an excellent springboard for further discussion and research into new frameworks of best practices in view of achieving more socially responsible and sustainable organizations in a not-so-distant future.

The context in which projects are developed has evolved, requiring greater integration between projects, a more collaborative perspective with all stakeholders, and new ways of organizing work supported by disruptive technologies. This scenario has implications for the professionals who develop and manage projects, requiring the development of technical, interpersonal, behavioral, and digital competencies and greater awareness of sustainability issues. This chapter highlights the importance of project management skills by combining several published frameworks and models of project management competence. As a result, we want to build a holistic perspective on project management competence.
